First 30 days: audit what exists, why it exists, and what the complaints are. I don't change anything yet. Days 30–60: identify the 1–2 highest-friction points and address those with a targeted change. I avoid a big-bang tool replacement — the cost is almost always underestimated.

In most cases engineering should own their toolchain and product should own theirs, with a light integration layer in between. Where they overlap — like work tracking — I look for a shared tool with role-appropriate views rather than forcing one team onto the other's preference. The goal is reducing handoff friction, not uniformity.
